Most probably this error happened because the Issuer bank doesn't give the permission to authorize the transaction amount, even after passing the 3DSecure page, or the card is being restricted by the issuer.

How to investigate the reason that caused this error?

 

You can check the "Response Code" in the transaction screen from the Transactions menu.
       


Reason #1: Issuer bank doesn't give permission to authorize the transaction

      

Rejection due to card restriction, cardholder restrictions, or security rules violation could be the reasons why the issuer declined the transaction


Kindly guide your customer to contact his bank (card issuer) to check the reason of the decline transaction to be resolved from their side
